Новые владения и как их удержать
Центральная задача «Государя» — не наследственная власть (её держать легко), а новое владение, полное опасностей. Тот, кто стал правителем своей virtu, а не fortuna, берёт власть с трудом, но удерживает легко — потому что вводит собственный «новый порядок». А это самое трудное и опасное дело: у новатора враги все, кому было хорошо при старом, и лишь вялые защитники среди тех, кому станет хорошо при новом. Новому правителю невозможно избежать репутации жестокого — новые государства слишком опасны.
